Welcome to NMEO-OP

National Mission on Edible Oils — Oil Palm, Assam
  • 1 This portal helps farmers in Assam apply for benefits under the NMEO-OP scheme for oil palm cultivation.
  • 2 Eligible farmers can register, complete their profile, add land details, and submit applications online.
  • 3 A mobile app is provided for geo-tagging your land plots with GPS-tagged photographs.
  • 4 Once submitted, your application is reviewed by the District Agency Head, Circle Officer (CO), and District Agricultural Officer (DAO).

Registration

Create your farmer account in simple steps
  • 1 Go to the home page and click "Register as Farmer".
  • 2 Enter your 10-digit mobile number and click "Send OTP". An OTP will be sent via SMS.
  • 3 Enter the 6-digit OTP and click "Verify OTP" to verify your phone number.
  • 4 After verification, create a password (minimum 12 characters, must include uppercase, lowercase, number, and special character).
  • 5 Re-enter the password in "Confirm Password" and fill in the Captcha.
  • 6 Click "Register". Your account is created and you can now log in.
Your mobile number is your login ID. Make sure it is active and can receive SMS. Your name and other details are filled in later under Profile.

Login

Access your account securely
  • 1 Click "Login" from the home page.
  • 2 Enter your registered mobile number and password.
  • 3 Click "Login" to access your dashboard.
Forgot your password? Click "Forgot Password" on the login page. Enter your phone number, verify with OTP, and set a new password.

Aadhaar Verification

Identity verification via UIDAI eKYC — done right after first login
  • 1 After your first login, navigate to Aadhaar Verification.
  • 2 Enter your 12-digit Aadhaar number and click "Send OTP".
  • 3 An OTP is sent to the mobile number registered with your Aadhaar (this may be different from your portal number).
  • 4 Enter the OTP and click "Verify". Check the consent checkbox to authorize eKYC.
  • 5 Enter your Name, Date of Birth, and Gender exactly as per your Aadhaar card. Click "Submit" — the system verifies these details against UIDAI records.
Aadhaar verification ensures your Name, DOB, and Gender match your Aadhaar records and marks your profile as Aadhaar Verified.

Dashboard

Your home screen after logging in
  • Profile Completion Status — shows which sections are complete (Personal, Address, Bank, Land).
  • Application Alerts — warnings if any profile section is incomplete.
  • "How to Apply" guide — step-by-step instructions displayed on the dashboard.
  • Quick Links — navigate directly to incomplete profile sections.
You must complete all 4 profile sections before you can submit an application.

Personal Details

Profile → Personal Details
  • 1 Your Name, Date of Birth, and Gender are already filled in from Aadhaar verification (read-only).
  • 2 Enter your Email and click "Verify". An OTP will be sent to your email — enter it to verify.
  • 3 Select your Caste from the dropdown. Upload a Caste Certificate (PDF, max 500 KB) if applicable.
  • 4 Upload a recent passport-sized photograph (JPEG/PNG, max 500 KB).
  • 5 Click "Save" to save your personal details.
Name, DOB, and Gender cannot be changed here as they are locked from your Aadhaar verification.

Address Details

Profile → Address Details
  • 1 State is auto-filled as Assam.
  • 2 Select your District from the dropdown.
  • 3 Select LAC (Legislative Assembly Constituency).
  • 4 Select Revenue Circle (Sub-District), Block, and Police Station.
  • 5 Select your Revenue Village and Gram Panchayat.
  • 6 Enter your full address and pincode.
Each dropdown filters based on your previous selection. If your village is not listed, contact the District Agricultural Officer.

Bank Details

Profile → Bank Details
  • 1 Select your Bank Name from the dropdown.
  • 2 Select Account Type (Savings / Current).
  • 3 Enter your Account Number and IFSC Code.
  • 4 Enter the Account Holder Name (as it appears on the passbook).
  • 5 Upload a scanned copy of your Bank Passbook front page (PDF, max 500 KB).
Ensure your account details are accurate. Scheme benefits will be transferred to this bank account.

Nominee Details

Profile → Nominee Details
  • 1 Enter your nominee's Name (salutation, first, middle, last).
  • 2 Select the Relationship (Spouse, Son, Daughter, etc.).
  • 3 Enter nominee's Date of Birth and Phone Number.
  • 4 Enter nominee's Address.
The nominee is the person who will receive scheme benefits in case of your absence.

Land Holdings

Profile → Land Holdings
  • 1 Click "Add New Plot" to add a land parcel.
  • 2 Select Registration Type — Miyadi Patta or Non-Miyadi. For Miyadi, enter Patta & Dag numbers.
  • 3 Select Land Type (Agricultural, etc.) and Ownership Type.
  • 4 Enter the Land Owner Name and Total Area (in hectares).
  • 5 Fill in the plot's location details (District, Revenue Circle, Village, etc.).
  • 6 Upload Land Registration Document (PDF, max 500 KB). Upload NOC if applicable.
You can add multiple plots. Each plot can be in a different district. You will select which plots to include when applying.

Download Mobile App

Required for geo-tagging your land
  • 1 From the sidebar, click "Download Mobile App" to download the NMEO-OP Android app (.apk file).
  • 2 Install the app on your Android phone. You may need to enable "Install from Unknown Sources" in your phone settings.
  • 3 Open the app and log in with the same phone number and password you use on the portal.
  • 4 The app is used to capture geo-tagged photographs of your land plot corners.
You need internet access to download the app and log in, but geo-tagging works with GPS (no internet needed at the field).

Geo-Tagging Your Land

Capture GPS-tagged photos by walking the plot perimeter
  • 1 Open the mobile app, log in, and select the plot you want to geo-tag.
  • 2 Go to one corner of your plot. Tap "Capture" to take a photo of the land boundary (not a selfie). The app records your GPS coordinates automatically.
  • 3 Walk along the entire perimeter of your plot in a winding order (clockwise or anti-clockwise) — do not jump across corners in a zigzag pattern.
  • 4 Capture as many photos as possible at every corner and along boundaries — minimum 4 images required, but there is no upper limit. The more images you capture, the more accurately the polygon will reflect the true shape of your land.
  • 5 The photos and coordinates are uploaded to the portal. The system automatically calculates the polygon area from your geo-tagged coordinates.
  • 6 Verify your polygon: On the portal, go to "NMEO-OP Application → Apply". A map with your polygon is displayed. Compare the polygon-calculated area with your proposed area.
Important: The system calculates the polygon area from your geo-tagged coordinates. If there is a significant mismatch between your proposed area and the polygon-calculated area, your application may be rejected. Capture plenty of images to accurately represent your land boundary. Walk in order (no zigzag), photograph the land (not yourself), and ensure GPS is enabled.

Apply for NMEO-OP

NMEO-OP Application → Step 1: Apply
  • 1 Go to "NMEO-OP Application" → "Step 1: Apply" in the sidebar.
  • 2 Your profile details and land plots are displayed. Only plots with completed geo-tagging (4+ images) are eligible.
  • 3 For each plot, enter the Proposed Area (in hectares) you want to allocate for oil palm.
  • 4 Click "Save as Draft" to save your progress without submitting.
The proposed area cannot exceed your total land area. All selected plots must be in the same district.

Submit Application

Final step — submit for review
  • 1 After saving draft and ensuring all geo-tags are uploaded, click "Submit Application".
  • 2 The system validates your profile, documents, and geo-tags. Any issues will be shown as alerts.
  • 3 On successful submission, you receive a Reference Number (e.g., NMEO/25/284/0001).
  • 4 Your application is now under review by the District Agency Head, Circle Officer, and DAO.
Once submitted, you cannot edit the application. Make sure all details are correct before submitting.

View Application & PDF

Track your submitted application
  • 1 Go to "NMEO-OP Application" in the sidebar to see your submitted applications.
  • 2 Click on an application to view complete details — personal info, address, bank, land, and geo-tags.
  • 3 Click "Download PDF" to save a printable copy of your application.
  • 4 The application status shows its current stage in the approval process.
Keep a printed copy of your application PDF for your records and for verification visits by the Circle Officer.

Area Expansion

Expand your approved plantation area
  • 1 If you have an approved application, you can apply to expand the oil palm area.
  • 2 Go to "Area Expansion" from your application view.
  • 3 Add new plots or increase proposed area on existing plots.
  • 4 Complete geo-tagging for any new plots using the mobile app.
  • 5 Submit the enhancement request for review.
Area expansion is only available for plots in the same district as your original application.

Account Settings & Help

Manage your account and get support
  • Change Password: Click "Change Password" in the top menu. Enter your old password, then set a new one.
  • About Me: Click "About Me" in the top menu to view your profile summary at a glance.
  • FAQ: Visit the FAQ page from the Help menu for answers to common questions.
  • Feedback & Grievance: Submit feedback or raise a grievance through the Help menu.
  • Logout: Always log out after your session, especially on shared devices.
