Welcome — Field Staff Role
National Mission on Edible Oils — Oil Palm, Assam
- 1 As a Field Staff you register farmers, complete their profiles, physically verify their land, and submit NMEO-OP applications on their behalf.
- 2 You act as the bridge between farmers and the government — every application you submit goes to the District Agency Head, Circle Officer (CO), and District Agricultural Officer (DAO) for review.
- 3 You can only access farmers assigned to you. You cannot view or modify other staff members' farmers.
- 4 The complete workflow is: Register → Aadhaar Verify → Profile → Land → Geo-tag → Propose Area → Preview → Submit.
Login & Password Policy
Access your account and security requirements
- 1 Your account is created by the District Head. Log in with your registered mobile number and password.
- 2 On first login, you must change your password. The new password must be at least 12 characters with uppercase, lowercase, number, and special character (@, #, $, !).
- 3 You must change your password every 3 months. If overdue, you will be redirected to the change-password page automatically.
- 4 If you forget your password, use "Forgot Password" on the login page — enter your phone number, verify with OTP, and set a new password.
Never share your credentials. Always log out after your session, especially on shared devices.
Dashboard
Your home screen after logging in
- 1 Registered Farmers Count — total number of farmers you have registered and are assigned to you.
- 2 Submitted Applications Count — total NMEO-OP applications you have submitted.
- 3 "How to Register Farmers" — a quick-reference guide displayed on the dashboard.
- 4 "How to Submit Application" — a step-by-step checklist for the full application workflow.
Use the sidebar menu to navigate: Home, Farmers → Register / Registered List, and Download Mobile App.
Register a New Farmer
Farmers → Register New Farmer
- 1 Go to Farmers → Register New Farmer in the sidebar.
- 2 Enter the farmer's 10-digit mobile number and click "Send OTP". An OTP is sent via SMS to the farmer's phone.
- 3 Enter the 6-digit OTP received by the farmer and click "Verify OTP". A 60-second timer runs — you can resend if it expires.
- 4 Create a password for the farmer (minimum 12 characters, must include uppercase, lowercase, number, and special character). Re-enter to confirm.
- 5 Fill in the CAPTCHA shown on screen (click refresh icon for a new one if unreadable).
- 6 Click "Register". The farmer account is created (role: Farmer) and linked to you in the system. You can now proceed to fill their profile.
The farmer's mobile number becomes their login ID. Ensure the number is active and can receive SMS. The farmer can also log in themselves later using these credentials.
Aadhaar Verification
Mandatory identity verification via UIDAI eKYC — first step after registration
- 1 After registration, select the farmer from your list. You will be taken to the Aadhaar Verification page.
- 2 Step 1: Enter the farmer's 12-digit Aadhaar number and click "Send OTP". The OTP goes to the mobile number linked to their Aadhaar (may differ from portal number).
- 3 Step 2: Enter the 6-digit OTP in the six input boxes (auto-focuses to next box). Check the consent checkbox to authorize eKYC, then click "Verify OTP". The OTP is valid for 10 minutes.
- 4 Step 3: The system fetches the farmer's Name, Date of Birth, and Gender from UIDAI. Verify these details match the farmer's Aadhaar card and click "Submit".
- 5 On success, the farmer's profile is marked as Aadhaar Verified. Name, DOB, and Gender become read-only in all subsequent forms.
If the OTP expires, a "Resend OTP" button appears. If the details fetched do not match what the farmer claims, do not proceed — the mismatch will be rejected by the system.
Fill Personal Details
Profile → Personal Details
- 1 Name, DOB, Gender are pre-filled and locked from Aadhaar verification.
- 2 Enter the farmer's Email and click "Verify". An OTP is sent to the email — enter it to complete verification.
- 3 Select Caste from the dropdown. If applicable, upload a Caste Certificate (PDF/JPG/PNG, max 500 KB).
- 4 Optionally enter the PM-KISAN Code if the farmer is enrolled.
- 5 Enter Father's details — Salutation, First Name, Middle Name, Last Name.
- 6 Upload a recent passport-sized photograph of the farmer (JPG/PNG, max 500 KB).
- 7 Click "Save" to store the personal details.
The photograph and caste certificate are mandatory for application submission. Ensure the photo is clear and recent.
Fill Address Details
Profile → Address Details
- 1 State is auto-filled as Assam.
- 2 Select District — this populates all dependent dropdowns below.
- 3 Select LAC (Legislative Assembly Constituency) and Revenue Circle (Sub-District).
- 4 Select Development Block and Police Station.
- 5 Select Revenue Village and Gram Panchayat.
- 6 Enter the full address (text) and 6-digit pincode.
Each dropdown filters based on the previous selection. If the farmer's village is not listed, contact the District Agricultural Officer to get it added.
Fill Bank Details
Profile → Bank Details
- 1 Select the farmer's Bank Name from the dropdown.
- 2 Enter the Branch Name and select Account Type (Savings / Current).
- 3 Enter the Account Number and IFSC Code (11-character alphanumeric code).
- 4 Enter the Account Holder Name exactly as it appears on the bank passbook.
- 5 Upload a scanned copy of the Bank Passbook front page (PDF/JPG/PNG, max 500 KB).
Double-check the account number and IFSC code. All scheme benefits will be directly transferred to this bank account via DBT.
Fill Nominee Details
Profile → Nominee Details
- 1 Select the nominee's Salutation and enter First Name, Middle Name, Last Name.
- 2 Enter the nominee's Date of Birth.
- 3 Select the Relationship to the farmer (Spouse, Son, Daughter, etc.).
- 4 Click "Save" to store the nominee information.
The nominee is the person who will receive scheme benefits if the farmer is unavailable. Ensure all details are accurate.
Add Land Holdings
Profile → Land Holdings — add one or more land plots
- 1 Click "Add New Plot" to begin.
- 2 Select Patta Type (Miyadi or Non-Miyadi). For Miyadi, enter the Patta Number and DAG Number.
- 3 Select Land Type (Agricultural, etc.), Ownership Type, and enter the Land Owner Name (if different from farmer).
- 4 Enter Total Land Area in hectares (up to 4 decimal places).
- 5 Fill in the plot's location — District, Revenue Circle, Block, Village, Panchayat, Police Station, Post Office, Pincode.
- 6 Upload Land Registration Documents (Patta, ROR, 7/12 extract — PDF/JPG/PNG, max 500 KB each). Upload NOC if applicable.
- 7 Click "Save". Repeat for additional plots. Previously added plots appear in a summary table below.
You can add multiple plots across different districts. Each plot requires its own documents. Plots can be deleted before submission if entered incorrectly.
Set Proposed Area
Specify how much of each plot to allocate for oil palm — do this before geo-tagging
- 1 After adding land holdings, navigate to the Proposed Area section. All plots are listed, grouped by district.
- 2 For each plot, enter the Proposed Area (in hectares) — this is the area to be cultivated under NMEO-OP. It cannot exceed the total land area.
- 3 Select the Previous Crop Grown from the dropdown for each plot where proposed area is greater than zero.
- 4 The Remaining Area is auto-calculated (Total Area − Proposed Area).
- 5 Click "Save as Draft" to save your progress. Only plots with proposed area > 0 will be included in the application and available for geo-tagging.
- 6 After saving, proceed to the mobile app to perform geo-tagging on the plots with proposed area set.
All selected plots in a single application must be in the same district. You must set the proposed area before going to the field for geo-tagging.
Mobile App & Geo-Tagging
Download the app and capture GPS-tagged land photos after setting proposed area
- 1 From the sidebar, click "Download Mobile App" to download the NMEO-OP Android app (.apk). Install it and enable "Install from Unknown Sources" if prompted.
- 2 Log in to the app using your own Field Staff credentials (your phone number and password). Your registered farmers will be available in the app.
- 3 Select the plot to geo-tag. Physically visit the farmer's land and go to one corner of the plot.
- 4 Tap "Capture" to photograph the land boundary (not a selfie). The app automatically records GPS coordinates, altitude, and timestamp.
- 5 Walk the entire perimeter in clockwise or anti-clockwise order. Capture as many photos as needed at every corner and along boundaries — minimum 4 images required, but there is no upper limit. The more images you capture, the more accurately the polygon will reflect the true shape of the land.
- 6 Back on the portal, verify the geo-tag data. A Leaflet map shows the polygon formed by the coordinates, and the system calculates the polygon area automatically. Compare this with the proposed area.
Critical: The system calculates the polygon area from your geo-tagged coordinates. If there is a significant mismatch between the proposed area and the polygon-calculated area, the application may be rejected. Capture plenty of images to accurately represent the land boundary. Walk in order (no zigzag), photograph the land (not yourself), and ensure GPS is enabled.
Preview Application
Review all details before final submission
- 1 Click "Preview" to see the complete application in read-only format.
- 2 Personal Details — Name, Gender, DOB, Mobile, Email, Caste, PM-KISAN code, Father's name, and profile photo.
- 3 Address, Bank, Land & Plots — full address, bank account details, and all proposed plots with Patta/DAG numbers and area breakdowns.
- 4 Geo-tagging Map — Leaflet map visualizing the polygon formed by corner coordinates for each plot.
- 5 Declaration — the official NMEO-OP submission declaration that the farmer must agree to.
Each section has an "Edit" link if corrections are needed. Verify every detail carefully — once submitted, the application cannot be edited.
Submit Application
Final submission — creates an official application
- 1 After reviewing the preview, click "Submit Application".
- 2 The system validates: all profile sections complete, all geo-tagging complete (4+ images per plot), all proposed areas set, and declaration accepted.
- 3 On success, a unique Reference Number is generated (format: NMEO/YY/DISTRICT_ID/SEQNO) and the application status is set to "Submitted".
- 4 SMS notifications are sent — to the farmer confirming submission and to the District Agency Head about the new application.
- 5 The application is recorded as "submitted by: field agent" with your user ID, IP address, and timestamp logged for audit.
Once submitted, the application enters the review pipeline: District Agency Head → Circle Officer → DAO. You cannot edit it after this point.
View Application & Download PDF
Access submitted applications and generate documents
- 1 From the farmer's profile or the Registered Farmers list, click on a submitted application to view its complete details.
- 2 The view shows all sections — personal, address, bank, land, geo-tags, and approval status.
- 3 Click "Download PDF" to generate a merged PDF containing the application form plus all uploaded documents (profile photo, caste certificate, land documents, bank passbook).
- 4 Each attached document in the PDF is annotated with: "Attachment(N), ARN: REF_NO, Document Type" for easy identification.
Keep a printed copy for your records and for the farmer. The Circle Officer may ask for it during field verification.
Another District / Area Expansion
Apply for a new district or expand area in an existing one
- 1 New District: If a farmer has plots in a different district, go to their profile and click "Proceed with a new application". Profile data is reused — only select new district plots, set proposed area, geo-tag, and submit. This creates a NMEO_DIST_ADD application.
- 2 Area Expansion: If a farmer wants to expand oil palm area in an already approved district, click "Area Expansion" from their profile. Add new plots or increase area on existing plots in the same district.
- 3 For expansion: complete geo-tagging for any new/expanded plots, set proposed areas, preview, and submit. This creates a NMEO_AREA_EXPANSION application with a separate reference number.
- 4 Expansion is only available from approved FRESH or DIST_ADD applications — you cannot expand from another expansion.
Application types: NMEO_FRESH (first application in a district), NMEO_DIST_ADD (new district), NMEO_AREA_EXPANSION (expand in same district). Already-applied plots/districts are automatically filtered out.
Registered Farmers & Account
Manage your farmers and account settings
- Registered Farmers: Go to Farmers → Registered Farmers to see all farmers assigned to you — name, user ID, phone, registration date, and application status.
- Click "View" to open a farmer's profile and continue their application. Click "Verify Aadhaar" if Aadhaar is pending.
- Change Password: Go to the top menu → "Change Password". Enter your old password, then set a new one following the password policy (12+ chars, mixed case, number, special char).
- Profile: View your own profile summary from the top menu → "About Me".
You can only see farmers linked to your account. If a farmer needs to be reassigned, contact your District Head.
